Now the residents of the Sandy Hill neighbourhood are <em>\u201curging the city to cut off funding for a drop-in centre they blame for\u00a0sowing fear and chaos\u201d.<\/em><\/p>\n<p>The city is considering moving it elsewhere. Michael Garner said the centre first opened\u00a0in\u00a0the church in 1979,\u00a0relocated\u00a0to Murray Street,\u00a0and then returned to the King Edward site around 2012.<\/p>\n<p>It was bursting with activity\u00a0when CBC visited on Wednesday. Young said demand has doubled in the past year.<\/p>\n<p>&#8220;The need is increasing,&#8221; she said. &#8220;Abject poverty, lack of affordable housing, increased cost of food, a very toxic drug supply are some of the things that are contributing to some of the behaviours that are more visible, because more people are suffering.&#8221;<\/p>\n<p>But for four neighbours who\u00a0appeared at a city budget meeting on Tuesday, those behaviours are intolerable.\u00a0They blamed Centre 454 for a wave of theft, violence and\u00a0intimidation\u00a0that has left them terrified. They said\u00a0the centre&#8217;s clients harass and threaten them, break into their properties,\u00a0defecate\u00a0in their gardens\u00a0and use\u00a0drugs\u00a0on their laneways.<\/p>\n<p>Sandy Hill resident Susan Khazaeli\u00a0said Centre 454 staff are unresponsive to the community&#8217;s\u00a0concerns\u00a0and take no accountability for their clients once they walk out the door.<\/p>\n<p>&#8220;Centre 454 is responsible for endangering the welfare and security of everyone near it,&#8221; she told council&#8217;s community services committee. &#8220;I am begging everyone here to defund this service.
